Finansiering af CCS i USA

 

Det amerikanske Department of Energy (DOE) oplyser, at Bush regeringen siden 2001 har investeret mere end $2.5 bn (ca. 15 mia. kr) i forskning og udvikling af "clean coal" teknologi. Hertil kommer støtte til demonstrationsprojekter med FutureGen som det mest prominente. Projektet er blevet restruktureret i 2008 bl.a. på baggrund af budgetoverskridelser.

Der eksisterer i USA en lang række af føderale og regionale privat/offentlige partnerskaber, der arbejder med teknologiens forskellige led (opsamling, transport, lagring, infrastruktur mm) og regulering heraf.

Den nuværende politiske leder af Department of Energy, Steven Chu har sendt en række signaler, der vidner om en mere kritisk indstilling til fossile brændsler end den foregående regerings. Han har i 2007 dvs halvandet år før han blev udnævnt bl.a. udtalt følgende:

" We have lots of fossil fuel. That’s really both good and bad news. We won’t run out of energy, but there’s enough carbon in the ground to really cook us. Coal is my worst nightmare."

Om CCS " There is a possibility - and this is of some concern - that it [CO2] in its initial state as a big bubble of gas might find its way to the surface or in its state as a CO2 impregnated saltwater (?) it is more acid and it could also form some cracks. So ... there´s an unknown cost that if this faces legal challenges - why would there be a legal challenge ? because there would be people saying I don´t want this done in my backyard. Cause if the CO2 ever does bubble through the surface it could actually kill people. 10 percent carbondioxide is lethal. And so that is one of the issues." USA´s THE AMERICAN CLEAN ENERGY AND SECURITY ACT OF 2009, som er et lovforslagsudkast, der sigter imod en gennemgribende reform af den amerikanske energiforsyning siger kort om CCS:" Carbon Capture and Sequestration. The draft promotes development of carbon capture and sequestration (CCS) technologies to ensure a continuing place for coal in our nation’s energy future. CCS is a method of reducing global warming pollution by capturing and injecting underground the carbon dioxide emitted from electricity generation plants that use fossil fuels. The draft includes a CCS early demonstration program, incentives for the wide-scale commercial deployment of CCS, and performance standards for new coal-fired power plants."

En lov i overensstemmelse med ovenstående retningslinier for CCS forventes vedtaget i september 2009.
